Structure of the Electoral Power:

Governing Body: National Electoral Council ("Consejo Nacional Electoral" - CNE), composed of five (5) Electoral Rectors with a seven (7) year term, appointed by the National Assembly with the possibility of reelection for up to two (2) additional terms (art. 8 LOPEL).

Electoral Registry Office (Oficina de Registro Electoral): Responsible for supervising the regional activities of the CNE and coordinating the National Electoral Board, the Civil and Electoral Registry Commission, and the Political Participation and Financing Commission (art. 41 LOPEL).

Electoral Branch

• National Electoral Board (Junta Nacional Electoral): Responsible for the direction and supervision of all acts related to electoral processes and referendums (art. 46 LOPEL). It oversees:
  • Regional Electoral Boards (Juntas Regionales Electorales)
  • Municipal Electoral Boards (Juntas Municipales Electorales)
  • Electoral Tables (Mesas Electorales)

Civil and Electoral Registry Branch

• Civil and Electoral Registry Commission (Comisión de Registro Civil y Electoral): Its main functions are to supervise, purge, and control the civil and electoral registry, as well as oversee the effective issuance of identity documents (Identity Card and Passports) (art. 60 LOPEL). It oversees:
  • National Civil Registry Office (Oficina Nacional de Registro Civil) (art. 61 LOPEL).
  • National Electoral Registry Office (Oficina Nacional de Registro Electoral) (art. 62 LOPEL).
  • National Civil Registry and Identification Supervision Office (Oficina Nacional de Supervisión de Registro Civil e Identificación) (art. 63 LOPEL).

Political Participation and Financing Branch:

• Political Participation and Financing Commission (Comisión de Participación Política y  Financiamiento): Promotes citizen participation and supervises the financing of electoral campaigns (art. 64 LOPEL). It includes:
  • National Political Participation Office (Oficina Nacional de Participación Política) (art. 65 LOPEL)
  • National Financing Office (Oficina Nacional de Financiamiento) (art. 65 LOPEL)
